¿MUNA expuesto a burocracia pública?
El Museo Nacional de Antropología “Dr. David J. Guzmán” (MUNA) es un referente internacional de la cultura salvadoreña desde 1883. En 2001 resurgió con la remodelación de sus instalaciones y la creación de sus 5 salas permanentes. Sin embargo, la institución se ve limitada financieramente, lo que no le permite desarrollarse a plenitud.
El MUNA es manejado por el Consejo Nacional para la Cultura y el Arte (CONCULTURA), lo que para muchos le quita cierta autonomía para su desarrollo. El hecho de que su manejo este en manos de una entidad estatal provoca una burocracia. Se le limita la iniciativa para llevar a cabo eventos y actividades de gran envergadura según expertos.
Pero hay personas que creen lo contrario y que consideran que la burocracia debería de ser un motor para una mejor proyección. El estar atado en cuanto a recursos financieros debe de ser un motor para redoblar esfuerzos y lograr una mayor creatividad para realizar actividades promocionales. Así mismo, hay quienes opinan que si la entidad pasara a ser manejada por empresas privadas las decisiones se tomaran para beneficio personal y no público.
Cada postura tiene sus pros y sus contras. Pero de algo no nos podemos quejar los salvadoreños, y es que el MUNA ha sido una pieza clave y fundamental para proyectar nuestra identidad cultural ante miles de extranjeros y nacionales que lo visitan. Y para muestra un botón: en el 2008 recibió tres piezas importantes en donación, montó varios talleres didácticos y exposiciones, e incrementó el número de visitas de 20 mil a 33 mil anuales en 4 años.

Como toda gestion publica en cualquier pais en vias de desarrollo, la burocracia impide un desarrollo pleno de cualquier actividad. Lastimosamente el tema financiero es un tremendo obstaculo para sacar a flote actividades culturales, pues no se cuenta con muchos recursos, lo que impide enormemente llevar a cabo actividades constantes de gran envergadura que realmente llamen la atencion y sirvan de atractivo para visitantes.
Si el manejo del MUNA pasara a manos privadas, se podrian hacer mayores enventos para recaudar fondos y su gestion seria con fines de lucro, por lo que se hicieran mas esfuerzos por sacarlo a flote y darle una gestion verdaderamente eficiente.
Pero si estoy de acuerdo en que se ha trabajado fuerte para impulsarlo. Personalmente he acudido a varias actividades que desarrollan. Sin embargo hace falta difundir mas este tipo de actividades. El presupuesto de promocion es muy corto y no permite llegar a muchas personas. En eso hay que trabajar.

Yo participo activamente en las actividades de la Alianza Francesa con quien el Muna tiene una alianza para presentar de forma gratuita cine frances. Estas actividades culturales para mi han sido una de las grandes cosas que ha hecho el MUNA en su gestion actual. Claramente esto fomenta una diversidad cultural que no estaba presente anteriormente en el país, o al menos lo estaba pero era de menor difusión.
